Affordable housing developer scoops up land near Phoenix for build-to-rent project

Developer Dominium is planning a build-to-rent project in Avondale, Arizona, as it works to keep up with growth across greater Phoenix.
The affordable housing developer, with headquarters in Dallas and offices in Atlanta, Phoenix and Minneapolis, recently closed on 25 acres in the city — about 20 miles west of downtown Phoenix — for a new 291-unit development called Rosilian Villas.
Jacob Berger, a development associate with Dominium, told CoStar News that the firm is working on securing permits with a goal of breaking ground on the project by the end of this year, with a target opening date in early 2029.
The target market for Rosilian Villas will be larger families who are earning at or below 60% of the area median income in Maricopa County. The 291 income-restricted units will be split between three-bedroom and four-bedroom units.
Berger said asking rents are anticipated to be around $1,600 for a three-bedroom unit and $1,800 for a four-bedroom unit. Units will range between 1,100 and 1,350 square feet and include a private backyard.
That compares to an average asking rate of $1,392 across all apartment units in the South West Valley submarket. Across all apartments in greater Phoenix, the average asking rent is $1,569, according to CoStar.
BTR is an attractive housing option to renters by choice, including downsizing baby boomers, newcomers to the market and workers in transient industries such as travel nurses or the military.
Dominium builds around Phoenix’s West Valley growth corridors
Dominium purchased its land for Rosilian Villas from Indiana-based Milhaus. Berger said the deal had been in the works for about a year-and-a-half.
Rosilian Villas is the latest known project from Dominium in Phoenix, which Berger called a “primary market” for the firm. Dominium lists 17 featured projects across greater Phoenix on its website, with 13 located in West Valley cities like Avondale.
Rosilian Villas appears to be the first development Dominium will build in the city of Avondale, which saw its population grow by 13.1% between 2020 and 2025 to over 100,000 residents, according to the U.S. Census Bureau.
As Avondale has grown, so has commercial development. Earlier this year, developer Creation Equity broke ground on a 700,000-square-foot industrial park called Avondale Tech Center, which is aimed at advanced manufacturing, research and development and assembly users.
The project reflects a growing push by developers to attract higher-tech tenants to west Phoenix cities that have historically been dominated by warehouses and e-commerce operations.
