Gilbert developer awaits design approval for 178,000-square-foot retail complex Article originally posted on Phoenix Business Journal on May 5, 2026 A developer is waiting for key approval that will allow nearly 28 acres of commercial space for shopping, retail, dining and entertainment use within a broader master-planned community in Gilbert. The 311-acre development called Harvest Grove — off Val Vista Drive and Germann Road — overcame a hurdle last month when the Gilbert Town Council voted 4-3 in favor of the project’s general plan amendment and zoning changes. That vote came after months of debate and design changes. Now, Barclay Group, the developer in charge of the commercial project, is waiting for design review approval from the Gilbert Planning Commission for the site plan, landscaping, grading and drainage, elevations, floor plans, lighting and colors and materials so it can start construction on 178,155 square feet of retail space that will span across 13 buildings. The Commission will review the plans May 6. A 99,000-square-foot Fry’s grocery store will anchor the retail complex, according to the Commission’s staff report, along with a 5,400 square-foot gas station with 16 pumps and a 1,100 square-foot convenience store. Among the other buildings, there will be a vehicle servicing business, a Mountain America Credit Union branch, restaurants and a Quack Quack Car Wash with 1,054 parking spaces within the entire development. Street frontages, entryways and streetscape improvements will be part of phase one. The Fry’s, four shop buildings and the credit union will also be constructed in the first phase.
