3 new developments are repurposing Phoenix sites. Here’s where Article originally posted on AZ Central on July 8, 2025 New developments and projects continue to sprout all over Maricopa County — a result of the rapid and sprawling growth of metro Phoenix. With the Valley continuing to expand, much more infrastructure is needed, as are grocery stores, gas stations and most certainly housing. But with much of Phoenix built out, developers are finding ways to repurpose old sites while other property owners work to address their aging facilities. Here are a few such projects currently being built in Phoenix. PV Apartments A 335-unit luxury apartment building in northeast Phoenix is being built at the site of the former Paradise Valley Mall in northeast Phoenix. It’ll soon join the slate of other properties that are making up the redevelopment of the mall, known simply now as PV. Transwestern Development Company is building the four-story complex on nearly 5 acres of land on the northeast corner of the overall site. Transwestern is building the complex in two or three phases, with plans for the first set of units to be available in late 2026 or early 2027. St. Thomas the Apostle Roman Catholic School Building Construction is underway for St. Thomas the Apostle Roman Catholic School’s new, long-awaited building near 24th Street and Campbell Avenue. The 76,000-square-foot structure will have four levels — a basement and three above-ground floors. It’ll include classrooms to serve the school’s 560 students enrolled in preschool and kindergarten through eighth grade. The new building’s first floor is expected to open in spring 2026, according to the school. Phoenix Scholar House An affordable housing development called Phoenix Scholar House is under construction off Thomas Road, just west of State Route 51 and directly north of Phoenix Children’s Hospital. Camden Builders, Inc., Brinshore Development and Save the Family, a Mesa-based nonprofit that helps families facing homelessness, are partnering on the project, which is being built on the site of a former church. Apartments are expected to open by late 2025.
