Affordable housing developer to build more than 750 units in Phoenix suburbs

A Minnesota-based affordable housing developer is doubling down on projects on the outskirts of the Valley, with three projects in the works that will bring more than 750 new units of affordable housing.

Dominium, a developer with several large projects around the Phoenix area, acquired sites in Surprise, Casa Grande and Buckeye for new rental developments.

The development in Surprise, called Allasso Ranch, will be located at Happy Valley Road and 147th Avenue. The project kicked off construction in June and the first units will be delivered in early 2027, Rodrigo Dorador Madrigal, senior development associate for Dominium, said.

At full buildout, the project will have 304 units.

The development will be rentals that are built like attached duplexes, Dorador Madrigal said. The units will be three and four bedrooms, each with a small backyard.

“This is an amazing product for larger families, and maybe a dog,” he said.

Families and individuals will have to apply and income qualify to live in the apartments, which are specified for people earning 60% of the area median income, he said. Once a family is renting a unit, their income can increase to up to 140% of the area median income before they no longer qualify to live there.

“They have the ability to continue to get their education, get promotions and stay in their home,” he said.

The site Dominium is developing is part of a larger area that included a flood zone, Dorador Madrigal said. With the new development, the site will be brought out of the flood zone and the owner of the land on the northern part of the site plans to develop it into for-sale, single-family homes.

The site was already zoned to allow the development, Dorador Madrigal said, one of the factors that made the area attractive.

Another Dominium project in Surprise, called Truman Ranch Marketplace, was intensely controversial and triggered large-scale neighborhood opposition. An attempt at a referendum over the City Council’s approval of the project was unsuccessful, and the development is preparing to begin construction.

In the southwest Valley, the company is planning another duplex-style development called Sidney Village. Dominium bought about 17 acres near Apache and Yuma roads in Buckeye for $8.9 million, according to real estate database Vizzda.

The development will include 200 units, half of which will have three bedrooms, and the other half will have four bedrooms.

Dominium also closed on 25 acres of land in Casa Grande in June for $8.2 million, according to Vizzda.

The development, called Townhomes on Earley, also will be a townhome-style development with 278 units.

Each of the projects is planned to have community amenities like a clubhouse, pool, children’s playground and fitness center.
