After prior rejection, AZ developer gets green light for Casa Grande mixed-use center

A prominent local landowner gained approval for a mixed-use project in Casa Grande after tweaking initial rezoning requests to make it clear the site would not become a major residential development or a data center.

Casa Grande City Council approved a request from Arizona Land Consulting to rezone a 273-acre site at the northwest corner of Interstate 10 and Florence Boulevard from urban ranch to planned area development (PAD) during an April 6 meeting.

The new zoning will allow for a mixture of commercial and light industrial uses, envisioned as an “attractive, modern business center with high visibility alongside I-10,” according to a project narrative document.

“It’s not a site that we would want to do data centers on, it’s just such a prime piece of real estate and it has so much frontage on the I-10, we really view it as a gateway to the city,” Anita Verma-Lallian, CEO of Arizona Land Consulting, told the Business Journal.

The proposed project has a letter of intent from grocer WinCo, which would serve as an initial anchor to the complex, according to city documents.

Arizona Land Consulting’s initial rezoning request for the site – discussed during a March 5 Casa Grande Planning and Zoning Commission meeting – was denied in a 4-3 vote.

Some concerns cited by commissioners included the size and scope of future administrative approvals related to the project. New regulations would allow only administrative review for future development at the site and eliminate opportunities for public input, commissioners said during the meeting.
