Controversial Northwest Phoenix Apartments, near TSMC Site, Approved by City Council

A northwest Phoenix apartment development near the Taiwan Semiconductor Manufacturing Co. plant got zoning approval for 226 units from the City Council Wednesday night.

The project at 17th Avenue and Happy Valley Road has drawn criticism from nearby residents, who have farms and ranches on multi-acre lots. At an April neighborhood meeting with the developer Shelter Asset Management, residents brought their farm animals to protest the apartments.

The Phoenix City Council heard from nearby residents and businesses who oppose and support the development Wednesday night. The multifamily development called Home at Happy Valley passed with a unanimous vote after the developer agreed to limit traffic on 17th Avenue, which fronts homes and farms to the east and north.
