Developers file site plan for next residential phase at CityNorth project in Phoenix

The team behind the $2 billion, 100-acre CityNorth mixed-use development in Desert Ridge has taken a step forward on its latest multifamily project.

Developers submitted a preliminary site plan to the city of Phoenix in June outlining plans for JPI at CityNorth, a 5-story, 397-unit apartment complex with attached parking. Documents show a 474,170-square-foot building, with 380,203 rentable square feet and 93,967 square feet of lease and amenity space.

The preliminary site plan for JPI at CityNorth — the fourth phase of multifamily at the mixed-use development — was submitted by real estate developer and construction company JPI along with architecture firm DAVIS.

In addition to retail and office space, the master plan for the site contemplates a multi-phased development with eight multifamily buildings — a residential core that will have roughly 2,500 multifamily units, said Rick Carpinelli, the senior vice president of acquisition and development at Crown Realty Group, which acquired the CityNorth site in 2019.
“We’re going to have a lot of residential offerings at CityNorth,” Carpinelli told the Business Journal. “We have our first two residential projects that have already been developed, and they’re open today for leasing. The first project was Sunela. The second project was Azur.”

The third phase of the multifamily residential project, which currently is under construction, is being built out by Mill Creek Residential. The garage is complete and the entire property is expected to be finished by the end of next year, Carpinelli said. Real estate company Greystar and design firm Todd & Associates also are attached to the project.

An entity connected to Mill Creek Residential purchased the phase three land for $18.5 million in May 2026, according to Maricopa County records.

In addition to the 397 apartment units, JPI at CityNorth’s fourth phase would include a five-story garage and amenity areas such as a pool, outdoor and indoor dog park, coworking space and a fitness room, according to the preliminary site plan.

Carpinelli said the fourth phase isn’t slated to begin construction until next spring or summer. The third and fourth phases of the development have yet to be named.
