Mack Real Estate targets massive swath of state land next to Halo Vista

Another massive piece of state-owned land around TSMC’s campus in north Phoenix is being eyed by developers.

Mack Real Estate Group has applied for a 1,473-acre parcel owned by the Arizona State Land Department that’s directly west of the company’s $7 billion Halo Vista master-planned mixed-use project — where it has already started moving dirt.

The latest chunk of land Mack applied for is nestled right in between the 2,300-acre Halo Vista development and Peoria’s Innovation Core (PIC), a more than 7,300-acre future mixed-use technology and manufacturing district.

Halo Vista’s first user is retailer Costco, while the PIC’s first user is Amkor Technology Inc., which is building out the first phase of a $7 billion chip testing and packaging campus.

At a North Gateway Village Planning Committee meeting on April 9, Mark Edelman, the land department’s director of planning and engineering, said plans are in the works to set up the 1,473-acre parcel for a future expansion of a technology district currently planned within Halo Vista.

He added that Mack has agreed to start planning for the parcel while it continues developing Halo Vista.

Once Mack comes up with its official plan for the land, it will need to go through the city’s rezoning process, Richard Mack, CEO and cofounder of Mack Real Estate Group, told the Business Journal.

“That is what we know how to do,” Mack said. “But we don’t know if we’re going to end up owning it. We would like to.”

While Mack Real Estate Group’s application signals its intent, the huge swath of land will still be subject to a marketed bid process and a public auction.

A spokesperson with the ASLD said the roughly 1,400-acre parcel isn’t going to auction anytime soon. But in the application, the developer said it is seeking entitlements and wants to master plan the property while handling the buildout of required public infrastructure.

Appraisal information and an expected starting bid were not yet available in ASLD documents.
