Phoenix seeks developers to transform downtown garage into mixed-use hotel project Article originally posted on Phoenix Business Journal on August 8, 2025 The city of Phoenix is searching for developers to transform the Regency Garage in downtown Phoenix into a mixed-use project including a hotel to boost activity near the Phoenix Convention Center and surrounding area. The city issued a request for proposals for the site, located on just shy of an acre between 2nd and Adams Streets, which is adjacent to the convention center. While there is no set number of hotel rooms required for the project, the city envisions the new hotel will includes at least 400 rooms, according to the RFP. A pre-proposal meeting and site tour is scheduled for Aug. 20, and the deadline to submit proposals is Oct. 28. In the years following the pandemic, downtown Phoenix has seen several major projects leading to a broader transformation of the area, ultimately drawing more students, tourists and residents alike. The RFP project aims to add more hotel room inventory around the convention center, which is owned by the city. The convention center saw a record-breaking 315,735 convention visitors in 2024 from 62 booked events — which was three fewer events than in 2023.
