Scottsdale Development & Review Board Approves Legacy Apartments/Townhomes

A developer received the green light to build hundreds of apartments in North Scottsdale.

Sandwiched between Grayhawk and One Scottsdale in arguably Scottsdale’s fastest growing neighborhood, Legacy North Apartments at Crossroads plans a three-story, multi-family development with 443 units – 335 apartments and 108 townhomes – on 18 acres at 19550 N. 76th St.

The case – which does not require Scottsdale City Council approval because no rezoning is involved – went before the Scottsdale Development Review Board Jan. 18.

The volunteer board was generally complimentary about the design features of the high-end complex.

But several stipulations geared at easing neighbors’ concerns were attached to the board’s 6-1 vote of approval.

The motion approved requires Legacy “to work with staff to revise the building elevations for the three-story buildings along the south side of the site, provide more resilient building materials at garages, provide an additional sidewalk connection internal to the site, and provide parking screen walls at the northern area of the site.”

Diana Kaminski cast the lone vote against the project.

Councilman Barry Graham and board members Ali Fakih, Jeff Brand, David Mason, Ed Peaser and Michal Ann Joyner voted for the project.

The project is just north of the Loop 101 and east of Scottsdale Road, bordered by Legacy Boulevard and Miller Road.

The Dinerstein Companies submitted its Legacy plan to the city in September.

According to the staff report authored by planner Greg Bloomberg, changes from the original Legacy submission were negotiated, including:

• The building locations be staggered along the Legacy Road frontage to minimize monotony.   

• External downspouts for roof drainage have been eliminated.   

• Color palette was expanded to provide greater variation and visual interest.

The plans feature items that are de rigueur, in Scottsdale: fitness center, pool, dog park.

This high-end project also features multiple “dog wash stations.”

As was noted at the DRB meeting, the dog park and another open area will use artificial turf, rather than grass.

And, as the company behind the project boasts of being “green,” there will also be an electric-vehicle charging station.

According to the application, the apartment buildings border Legacy Boulevard and Miller Road “with a 25-foot setback, which creates a buffer that protects the site and allows for desert plants to line the roadways.

“Townhomes along Miller Road are set back more than 75 feet allowing room for a dog park and protected outdoor amenity areas with views towards the McDowell Mountains.”

Ten total buildings are planned, three of them for townhomes and the other seven apartments.
