WinCo Foods to anchor development replacing south Phoenix tree farm Article originally posted on AZ Central on May 1, 2026 A 100-acre development in south Phoenix that will include shopping, restaurants and residential development will be anchored by a wholesale grocery store. According to documents submitted to Phoenix, discount bulk grocery store WinCo Foods has signed a purchase agreement to buy some of the land at 19th Avenue and Baseline Road to build a roughly 84,000-square-foot store. The site, which is one of the last large remaining pieces of land along Baseline Road in south Phoenix, was long home to a wholesale tree nursery. The site was rezoned in 2024 to allow commercial and residential development, which could include apartments, townhomes and single-family homes. At the time of the rezoning, the site had three separate owners who wanted to work together to create a cohesive project. The largest landowner was Baseline Trees, a wholesale tree farm. Scottsdale-based Diversified Partners is the developer of the project. Stan Sanchez, managing director of Diversified Partners, said the project will be a grocery-anchored center with space for other shops and restaurants. Sanchez said the company is in active negotiations with businesses interested in opening in the development but said he could not specify any users yet. Sanchez did not name the grocer planned for the development, but city documents confirm WinCo has a purchase agreement in place. “Diversified Partners is trying to achieve a very unique, mixed-use project here,” Sanchez said. “We are driving as much retail as possible, which has been requested from the community.” The northern portions of the site, along Baseline, are planned for commercial development with multiple shops and standalone retail pads. The southern portions will be the residential developments. The project is expected to break ground in early to mid-2027, Sanchez said.
