Developers expect to break ground soon on a brand-new Costco store in north Phoenix.

The wholesale retailer will be a first user within Halo Vista, a massive master-planned community surrounding TSMC Arizona’s campus.

A groundbreaking ceremony is slated for March 26, and the project’s developers said they are hopeful the store will be “selling hot dogs first quarter of next year,” Chris Janson, president of Mack Halo Vista LLC, said during an Urban Land Institute trends day event in Phoenix on Feb. 20.

Two new Marriott hotels will also be first users, alongside Costco, which will be located off Interstate 17 and Dove Valley Road. Grading work will begin next month on the first 200 acres of the overall 2,300-acre Halo Vista site, Janson said.

The move marks the first steps in building out what is planned to become a “city within a city,” inspired by TSMC’s campus in Taiwan.

New York-based Mack Real Estate Group and McCourt Partners are developing the $7 billion project. It will be built out over several decades and could bring around 30 million square feet of new mixed-use space to the area, including retail, office, hospitality, research, industrial and health care users, along with up to 9,000 residential units.

To secure TSMC’s initial investment in Arizona, state leaders committed to building a large-scale science and technology park to support the tech company’s operations, similar to what TSMC has established at its headquarters in Taiwan. The answer was Halo Vista, which will feature major districts across a mix of uses including manufacturing, research and innovation, education, high-density housing and retail.
