What’s being built in downtown Mesa to remove ‘slum conditions’?

Location: Southeast corner of Country Club Drive and Main Street in Mesa.

Description: A long-anticipated housing and commercial development is underway at the west entrance of downtown Mesa.

Club and Main Apartments is a 423-unit apartment complex with about 5,000 square feet of commercial and retail space facing Main Street.

The project has been under consideration since 2023 and is finally under construction.

OZ Development and Juniper Mountain Capital, a Utah-based investment firm, are leading the project. The developer combined seven parcels of land to build the project.

Phase 1 of the project will include a six-story building with 157 units with a mix of studio to two-bedroom units, according to Stefanie Monge, Mesa’s downtown transformation project manager.

The first phase will have nearly 3,700 square feet of commercial space, she said. It will have restaurant space with outdoor seating.

There will be a pedestrian plaza with elevated planters, seating, lighting and two pieces of standalone art to incorporate with downtown, she said.

The city approved abandoning ownership of Morris Street to allow developers to create a plaza between the two buildings in 2025.

Each building will have its own pool with an outdoor recreation area and BBQ area, she said.

Phase 2 will add the remaining 266 units and 2,500 square feet of commercial space in a seven-story building.

The city wrote in a council report that the development would create jobs, increase revenues and “reduce slum and blight conditions.”

Phase 2 of Club and Main Apartments is slated to break ground in late 2026, Monge said. The demolition of the existing buildings at the Phase 2 site is also expected to take place this year.

History of Site: Before the development, the southeast corner of Country Club Drive and Main Street was home to Pedrito’s Taco Shop. That building has since been demolished. On the east side of Morris Street are commercial shops that were constructed in 1946, according to the Maricopa County Assessor’s Office.

When will work be done? Phase 1 will be completed by fall 2028. Phase 2 will be completed by fall 2030, Monge said.
